When formatting a hard drive of a server that is going to be donated how can I be certain that the data is gone? Is there a program or application I can run? Is there a standard procedure for this? Or does everyone remove the hard drives?

For permanent wiping of hard drive every bit of data needs to be overwrite. If the data is being overwritten it won’t remains original. The more times the disk is overwritten and formatted the more secure the disk wipe is. There are lots of utilities available that uses advance algorithms to overwrite the harddrive and completely wipe out any data on it.
Note: There are always possibilities of recovering the data until and unless disk has been highly physically destroyed.

writ some data on hdd which is useless
