You are correct. I refrained from answering this question due to the reasons you cite. I would not want to participate in telling someone how to bypass their sysadmin or laws in their country.

One thing I will tell you, and I am guessing many other members will echo my sentiments, is that certain sites are blocked by the sys admin for a reason. By creating a VPN tunnel to access blocked sites, you are making your organizations network vulnerable to attack.
