Guest Access IAS policy

I am trying to set up guest access of 802.11 wireless access points. My IAS policy puts domain computers into vlan1 and on the AP they show "Forwarding Allowed". I have set up a policy which recognises the mac address of my test guest and on the event log this is shown as a successful authorisation. However on the AP "Forwarding allowed" for this machine is shown as "false" and although the machine is put into the correct vlan it does not allow it to pick up a dhcp address or, if given a fixed IP address, ping other parts of the network.
