Group Policies
how can i turn on group policies after its been turned off by previous administrator,
without having to re-install OS? ( it will not let me access any programs, system properties)
will not save any changes made in safe mode.

You need to supply a few more details such as the version of the server OS. You might be able to benefit from NTpasswrd if it is an older server (it will NOT work with Active directory, more details and the download <a href="http://www.grape-info.com/doc/win2000srv/security/ntpasswd.html">here</a>) If you can give more details in your question, you have a better chance of getting a more useful answer.
