I want to stop users from having the ability to change the system clocks on their workstations thru a GPO and only allow admins to do it.

Go to the GPO you created or will create for it and change the following setting:

Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment

“Change the system time” Setting

Enable it and set it so only admins and change the time.

    So long as the users are administrators of their systems, they can change the time. Make them standard users and the problem is resolved.

    On a non-domain joined machine, you want to open the Administrative tools and select Local Security Policy. Then you want to expand Local Policies, and select User Rights Assignment. Make sure the Change System Time property has only Administrators set. Then like the last suggestion, make your users standard users and not admins. That will take care of your problems.
