In his specific case, this site would not be approved by Google AdSense for a number of reasons.
Primarily, this was a blog promoting making money with article marketing, AdSense, and other means. It had very few posts, and violated Google’s guidelines for organic search and AdSense Program Policies.
Specific to this case though, you’d need more information about the submission form content, whether the payment address was valid, etc. and all that information would have needed to be valid.
If the site received violation notices, that would also require more information to determine the best next course of action.
