Can you recommend a good budgeting tool? I am looking for tools both for private and public sector. It may or may not be spreadsheet based.
If you have experience in one (or more); please add info if there are size limitation for number of budget items and number of item identifiers; e.g. account code, costc..

I believe a good, solidly structured EXCEL workbook is still a good answer.
To specify more about the tool requirements: 50-500 users, >1 mill transactions, user access control both on application menu structure and data, minimum 5 categories for postings, reporting on aggregated data across categories…

At this point, the business needs based on industry come into play.
Consider how the budgeting tool fits in with the corporate accounting system. Talk with the CFA and his staff (if any) about functional requirements.
