Would there be a way to give administration rights to a specific user so he/she can restart a service on Windows Server 2008? Can I use the SC command to do this?

Just add that person in the member group as an administrator.  Pretty straight forward.

add them to the local administrators group on the server. You can do this from the command-lind as follows:

    net localgroup administrators /add domain\user

You can also do this from the Users and Groups MMC snap-in.
