How can I make use of internal memory and CPU utilization (Task manager) and have it email me reports from all networked workstations? Is this within the scope of Windows 7?

Running a program on the other machines means you need to also include an email client that you can run the command line (as a task I assume). I purpose the following.
Assuming you have rights to those machines run a bat file from your server/pc using typeperf.exe
Below i get processor time on a remote machine and the -sc says grab it twice and stop.
The -o says write to a file (output..txt) versus display it on the screen.
typeperf “\\192.168.27.2\processor(_Total)\% Processor Time” -sc 2 -o output.txt

A quick little description can be read at

I’ll admit I’ve never tried on a windows 7 machine but works fine against an XP box.

Orangehats suggestion works great in Win7 Pro (tested it myself). There are also 3rd party monitoring/reporting software suites that do much of the same thing. We dont use them ourselves, but a quick spot of "GTS" will get you started...
