FSD will be based on: User requirements/specifications related to function and design of web application Business rules as per user specifications Web Applications screens for parameter defining, masters, transactions, reports and admin controls Design architecture/ Database design/ DFD Based on above FSD the testing team will design test cases/scenarios.

but keep one thing in mind- wrong specifications will lead to wrong assessment, estimates, development, testing and overall product. so the specs have to be very clear.
