FTP QUOTE RCMD … invalid subcommand

I am trying to run QUOTE RCMD (AS/400 CL COMMAND) and always get invalid syntax error. I have tried many CL commands.

For example, this command CHGOBJD OBJ(LIB/FILE) OBJTYPE(*FILE) TEXT('New obj description')

I ran QUOTE HELP and RCMD is listed as a valid FTP command on remote system.

I ran QUOTE HELP RCMD and got back message:

214-RCMD <OS/400 command>: Runs a system command on the remote system.                  214-Example:  RCMD ADDLIBLE QUSRSYS.                                                    214 More information is available in the TCP/IP Configuration and Reference, SC41-5420 

I ran the example RCMD ADDLIBLE QUSRSYS and got error 500 Subcommand not valid. Same ole invalid syntax.

What am I missing. This used to work for me.
