DO we require domain admin rights for providing FTP access or permissions on folder?

You do not require Domain Admin right to configure FTP permissions on a folder. You need to have local administrator access or use an account that has been delegated the necessary permissions to the FTP folders. Please provide more details for a more detailed response.
