 Framework for cloud computing purchase decisions?

Does anyone have a good framework for deciding on deciding vendors and requirements for a cloud computing deployment? I'm looking for help on how to methodically go about planning scope, defining requirements, writing RFPs, and then actually picking someone, and if anyone's seen a good guide I'd appreciate the pointers!
