Force delete Windows 10 folder

On my Windows 10 laptop, I have to delete a folder with sensitive information. But it keeps saying that the folder is in use. Is there a way to force delete? What can I do?

Try booting your system in safe mode without network support then delete the folder. You may have a service or app starting in the normal start up that lock this folder in use.

    Probably this is a file/folder permission issue. The folder that you wanted to delete, might have administration user purpose. And if you tried to delete the folder as a general user, it prevents to delete the same. You can try to delete the same, by any 3rd party tool (like unlocker, a free tool) but this is not supported if the folder is kept under administrator rights.
