    That depends on your requirements and the building architecture. What will be housed in the data center? What degree of security is required? What is the architectural structure of the building? What is the environment around the building? Social environment? Political? Climate? Geography? How much are you allowed to modify the building structure? What is your budget? What is your timeline? Those should be enough to have an idea of which floor for someone who has never seen the building and has no clue what the data center is all about. -- Tom
