File access denied problem in FoxPro 2.6

Our package is having the prob: When making buildup (index) of re-create CDX file.making to open of exclusive database files. I think improper shutdown of coming this prob. That time nobody access this file. Standalone machine only and reboot the machine also. but "FILE ACCESS DENIED" ERROR MESSAGE SHOWING. How do I sort out this problem.

    This problem occurs only we try to delete cdx file when DBF is open. Do reindex in the samfile without deleting cdx file.

    an anti-virus product is locking the FoxPro files and not allowing Consolidator access to them go into my security zone>application activity and make sure the program is in the trusted category

    use only single program at a time

    re index all databases
