I think you need to do a list of things you will save on the faq system, like question, answer, category, date and time, status, count of views, etc.

With this list already done then you can think about the database structure.
With the database structure already done then you can think how to do the forms or programs in MS Access.

and I suggest you add capability for LOTS of keywords. After all, it is the looking up feature that would be helpful. As opposed to what I see all too often in FAQs which is just a list of some questions that may or may not actually be helpful.

Approach this as you would any design, just as Mario suggests.
