Can I exclude one machine from the proxy server using group policy or at least without having to visit this specific vice presidents Windows XP SP3 machine?

Is this manually entered proxy settings, an auto proxy script or auto discover proxy?

If all you are asking is to filter a specific GPO, then denying apply for the User ID / Machine name depending on the GPO.
