Should the Forest and Domains functional level be changed to Windows Server 2008 R2 before we start the exchange migration process? all our domain controllers are windows server 2008 R2

Leave the functional level the same til all servers are 2008 and clients are vista and 7. You will encounter issues with XP clients and 2003 Members Servers.
