My company has recently set the size of Mailboxes into a default size which is 1GB per user. We had to reset the mailbox size manually for some users. Anyways my manager asked me to get him a list of all the users who are not using the default mailbox size,
I don't want a list of users and their mailbox usage/size. I need a list of users who didn't get the default size yet. Please help me in knowing the command for this using the exchange console.

Did you set the mailbox size limit on the mail store database itself? That is where it should be set, then everyone in that store will be set to the default for that store automatically. The default must be set on every mail store. The only way someone would not get the default after that is if it is manually set to something else on their individual mailbox. Unless a specific mail account properties are changed, by default they all have the box checked that says “use mailbox database default”.
