Exchange feasibility question – forwarding emails after a delay

I am an IT business analyst without a great deal of knowledge of Exchange functionality, so would appreciate your help. I understand that the below is possible in Lotus Notes using an agent to monitor a mailbox, but we use Exchange server/Outlook. Currently we have a large group of users who need to circulate certain emails across that group. Ideally, each email would be sent to a mailbox and delayed there for one hour (to be checked by a central department and forwarded to the group if appropriate). The more complex requirement is that any mail remaining unopened in the mailbox after the hour has passed should be auto-forwarded to the group, to account for periods when the 'checking team' are unavailable. I'd really appreciate guidance on whether this is feasible. Thanks in advance, Paula
