exchange configuration
We have
Windows 2003 Small Business Server R2
and Windows XP professional workstations.

The director of the company would like to operate the following scenario

He would like to send and receive his company emails as normal.
He would like his PA to receive a copy of all of his emails
He would also like to dictate the majority of his emails to his PA.
His PA would then send his emails from her computer.
As far as the recipient of the email is concerned, the email has come from the director.
The recipient would receive an email from 'director@company.com', weather the email was created on the director or the PA's computer.

Can Exchange provide this arrangement?
I would much appreciate your advise.

To simply answer your question yes, yes it can, with very little configuration work necessary:

For the Director & PA to receive a copy of all incoming e-mails:
User properties of the directors account exchange general tab (Fordwarding address, deliver messages to both
forwarding address and mailbox.

PA to send messages from the director = PA's outlook client enable the "from" field then from a computer that has active directory users and computers (ADUC), open ADUC select View -> Advanced Features, find the directors user account and display the properties, select the security tab add the user/group (the PA) and give the PA "send as" permissions, OK out of everything wait a while (a couple hours for the permissions to apply MS KB327378) the PA will then be able to fill in the from field in a new message to "send as" the directory.

Wouldn’t you change the Director’s forwarding address in Active Directory Users and Computers, not in System Manager?
