I would like to know if there is a way to set up a global address book that certain users can only see certain disto list?

Try this KB article. There is a section on how to restrict a list by permissions. Sounds like you would want to create a subset of your GAL and restrict who can view it. http://support.microsoft.com/default.aspx?scid=kb;en-us;319213 Good luck!
