Exchange 2010 Active Sync Whitelisting

I was under the impression you could do this but now I am having trouble finding it. I want to ONLY allowed whitelisted (manually by IT) devices. I don't mean type of devices. I mean my specific phone and nothing else. if you get a new phone you bring it to IT and we enroll it.
I don't want any phones that I have not personally blessed and touched on my active sync. I was certain you could do this with 2010 but I am at a loss as to how.
Can this be done? Has anyone done it? Any suggestions?

I am also reading that SP1 is required. I am at no SP on my 2010. Can I update to 2010 SP3 while I have a 2007/2010 coexistence? 

I need to implement this whitelisting as I move people to 2010. I need it to not affect my 2007 users, is this possible?
