Exchange 2010 ABQ affect on 2007

I have a coexistence of 2007 and 2010. As we migrate people to 2010, we are planning to make them enroll their phones with us and we want to whitelist them. It looks to me like we need to set the organazation default to quarantine and then add them by allowing user to use certain device IDs. 1) If we set the default to quarantine will it affect or quarantine userss till on 2007? 2) If we allow using powershell certain device IDs to certain users and then change the default for the organization to quarantine, will the devices we have already set using powershell get quarantined or will they stay whitelisted? We dont care about device families, types, etc. We need to touch and approve EVERY device.
