I recently install Exchange 2007 on server 2008 for testing... This setup is running in a single domain environment with Exchange 2003 running as well. I created a test mailbox in EMC (Not AD) and I am able to log in using that test account. Please see the error below.... The Mailbox server role;client access server role; Hub Transport are all on the same server.
Outlook Web Access could not find a mailbox for TSextest. If the problem continues, contact technical support for your organization and tell them the following: The mailbox may be stored on a Microsoft Exchange 2000 or Microsoft Exchange 2003 server, or the Active Directory user account was created recently and has not yet replicated to the Active Directory site where this Client Access server is hosted.

At first impression I would say that is related to permissions, OWA uses AD information to reach the mailbox, it tries but doesn’t succeed reporting the error; give a try creating another mailbox from AD and see if the error occours again.
Let me know.
Unfortunately if you create a mailbox in AD, you cannot log into OWA with it. You will get an error “A problem occurred while trying to use your mailbox. Please contact technical support for your organization.” Therefore this is not a good test.
