 Exchange 2007 mixed enviornment and forwarded meeting invites
I am noticing a strange issue in an Exchange 2007/2003 mixed environment in regards to meeting invites.

When a meeting recipient forwards a meeting invite to another user the user gets:

Please see message copied below:
Your message wasn't delivered because of security policies. Microsoft Exchange will not try to redeliver this message for you. Please provide the following diagnostic text to your system administrator.

It appears that only meeting organizer's can forward invites. Any idea on how to change this behavior?

Answer Wiki:
When you forward a request Exchange interprets that as a "send as" request. Anyone who does not have "send as" permissions for the organizer's mailbox will get this message. This is why the organizer can forward a meeting request but an attendee cannot.

This worked in our 2003 environment. Is this something new in 07 where the only solution is to allow all users send as permissions on every mailbox.
