Exchange 2007 – Limit a users send access

I need to set a particular user's email access so that they are only able to send and receive e-mail from their director. Any ideas? I know how to restict who can send to him, but I'm having trouble figuring out how to restrict who he sends to.

I believe you can do this by a rule on the transport server. Block the user’s ability to send all mail and then add an exception for the director.
