You need to install Exchange Management Tools. The server you installed Exchange 2003 on will have it's own version of Active Directory Users and Computers where you have access to Exchange functions. Use the Exchange 2003 CD to install the Exchange Management Tools on your other servers and/or your AD management computer.

I’d like to point out that you don’t have PDCs and BDCs anymore. Even if we did, you couldn’t have two PDCs, as back when there were PDCs and BDCs only the PDC was writeable and you could only have one.
