Exchange 2000 SMTP Queue problem

I have a single Exchange 2000 server running Exchange 2k SP3 plus all current hotfixes. About a month ago I started having a problem whereby whenever I restart the SMTP service, a mail that was sent to a distribution list resends. I have scoured the net, I tried everything I could think of and grasped quite a few straws. I have checked and double checked my virus software exclusions, I have put my left index finger in my right ear while hopping up and down saying "There's nothing like Exchange!" over and over, to no avail. I need to edit the queue directly to exorcise this demon, but, WHICH queue? What utility do I use? How do I positively identify the correct message. The message ID is always the same, but I never seem to find the (censored) to delete it. Any help, or suggestions of a constructive nature (Call me an IDIOT, but be constructive.) would be appreciated. Birdson

Your problem may be an email stuck in the Queue. Stop the exchange services. Go to C:Program FileExchsrvrmailrootvsi 1Queue (you may have multiple virtual servers in which case you may have to do this for all of them) and copy all of the contents to a temporary directory. Delete all the files for the Queue directory and start the Exchange services. Now move files from the temp directory back to the PickUp directory and make sure that they go out before you continue to copy the other files.

    One of the first things I tried was to stop all Exchange services AND SMTP, rename the VSI 1 folder and restart all services, the folder was created anew, and the message was sent again. I think the message is stuck in a failed send status somewhere, and when the services start back up it is resubmitted to the queue to be sent, however I have no knowledge of how to prove or correct this situation.
