Answer Wiki:
Is this a new issue for your organization? You might want to check and make sure your exchange servers are not open relays and also that you have not been blacklisted.

Actually it has been an issue many times and i can handle it at first by checking the services (e.g FTP Publishing Service) if it stop, then i just start it. But now i tried everything but still the same problem occurs. We can send email and receive email but the recipient still cant receive. What should i do?

Thanks

Make sure your MX record IP address is set up correctly. If the receiving SMTP email servers see a different IP address in the email they receive than what is listed on the external DNS servers as listed on your MX record, they will drop the email because it will appear to have been spoofed. Did you recently change ISP’s or have a local IP address change? That is where you should look.
