Excel 2007 - allocating non-repeatable values in a set


Excel 2007, Excel functions

I am creating a questionnaire.

There is a set of 4 words and users are asked to rate each word with a value from 1 to 4. The user can not repeat any of the values between the 4 words in one set. There are many sets of 4 words and as a result, this process has to be repeated many times.
I am guessing some rules for the set of words with come into play however, I am not sure how to do this.

How can I ensure users do not repeat values within a set?
