Excel 2007 – allocating non-repeatable values in a set

I am creating a questionnaire. There is a set of 4 words and users are asked to rate each word with a value from 1 to 4. The user can not repeat any of the values between the 4 words in one set. There are many sets of 4 words and as a result, this process has to be repeated many times. I am guessing some rules for the set of words with come into play however, I am not sure how to do this. How can I ensure users do not repeat values within a set? Thanks in advance.

Make them radio buttons BUT instead of lining them up top-to-bottom under each word, place them side-by-side, one under each word. Mark the first row of buttons 1, the next 2,…
Do not copy the first radio button set to the next row or they will have the same variable values and will auto-fill the same selection on all lines at the same time. Make each score (1-4) its own unique radio button set.
You may need to delve into Design mode to accomplish this.
