We have a user that is only able to open Excel 03 files in Read Only. No other MS Office does this to her. It even happens to Excel files she has created and files that she receives in emails. Any ideas would be helpful since we are at a loss. Windows XP Pro SP2, MS Office w/Outlook 03. Thanks

How to open and
recover .xls and .xlsx files, the answer might be here-

How to Repair
Damaged XLS Files

1.
Manually
repair an XLS file in Excel by clicking the “File” menu or the
“Microsoft Office Button” in Excel 2007. Then click “Open.”
Select the damaged XLS file and click the small black arrow next to the
“Open” button. Select “Open and Repair.” Click
“Repair” to repair the file. Click “Extract Data” after
unsuccessfully repairing the file.

2.
Try
the Revert to Save option in order to recover some of your data if the document
was not able to be completely repaired. If the document becomes corrupt while
you have it open and you haven’t yet saved it, click “File” or
“Microsoft Office Button,” then “Open.” Choose the file you
already have open. Excel will prompt you with “Revert to Saved
Document.” Click “OK” to go back to the version of the file when
you last saved it.

3.
Save
the damaged XLS file as an HTML file to filter out some of the corrupt data, if
you are still able to open it. Close out of the original file, and reopen
Excel. Click “File” or the “Microsoft Office Button,” then
“Save as.” Choose “Web Page” from the “Save as
Type” list. In the “Save” options, select “Entire
Workbook,” then click “Save.” Close out of the document and
reopen it. Choose “Save as” again, resave it as an Excel Workbook and
change the name of the file.

4.
Reset
Excel’s calculation options to repair a damaged file that won’t open. Open a
blank workbook in Excel. In Excel 2003, click the “Tools” menu, then
“Options.” On the “Calculations” tab, click
“Manual” under “Calculation,” then click “OK.” In
Excel 2007, click the “Microsoft Office Button,” then “Excel
Options.” Click the “Formulas” tab. In the “Calulation
Options” group, select “Manual” under “Workbook Calculation.”
Click “OK.” This will prevent Excel from automatically recalculating
formulas, which may be causing the problem. Try reopening the file.

I think it is due to your settings. Please change your excel setting to default, and your problem will resolve. Some times this problem is due to corrupt excel files in that case use excel repair software to fix your problem.

Its security provided to your excel files. That no one can change data of these files. Its actually password protected files.
Right Click on your File -> Properties -> Remove Read Only mode.

    It will help you.
