You should contact IBM with this as it is a known bug and should have been fixed with certain versions. Below there

Technote (troubleshooting)</b>
<b>Problem</b>
You create a security setting (by applying an organization policy) for synchronization of Notes and HTTP passwords. Since implementing Extended ACL, you find that Notes and HTTP passwords are no longer being synchronized.
The following errors appear in the admin4.nsf for each request:

<b>Resolving the problem</b>
This issue is now fixed.

Refer to the Upgrade Central site for details on upgrading Notes/Domino.
