Please provide more information as per error 400. Is the error message related to your browser? If you browser appears to not connect to any web-site, it's likely that Vista did not install the appropriate drivers for your lan or wireless card.

error 400 is related to not exactly web browser but its related to internet connectivity you should check your internt connection.

After up gradation of your operating system you need to also upgrade your Ethernet network card device driver.

You would have to install Vista computable Ethernet net network card driver.
