 Outlook 2003 Error 0×80070005
Using Outlook 2003 - suddenly getting message that I don't have appropriate permission to Perform this operation when I try to send/receive messages. Have removed program and reinstalled twice. Probem is resolved for a day then comes back.

Thank you all for trying to help. I called the Geek Squad and they discovered that a microsoft update had not fully completed and was causing the problem. They did a system restore back to an earlier date and problem solved. They suggested that I update my system to Windows 7 because XP is not supported anymore by Microsoft. Thanks again everyone!

Is your computer on a domain? If so the permission being changed may be getting pushed to you by your network administrator.

Is this an Exchange mailbox connecting by MAPI or an ISP mailbox downloading to a POP3 .pst file?

Yes I created a new mail profile and set up the email account under the new profile and received the same message.

If creating a new profile didn’t help, this might not help either, but I read on another thread that some people have solved similar problems by locating the send and receive settings files (<something>.SRS>) and checking that the user account has full access permissions on it (the file is not read-only for you). You could even try deleting those files to see if when Outlook creates a new one the problem is gone (all of these should be done with Outlook down).

Try checking the properties of the following files:
a) outlook.srs; b) outlook.dat and views.dat or they may have a different filename or vise varsa. These files are located in:
C:document & settings<Username>application datamicrosoftoutlook
One more thing u may check
Try checking under the security tab in the properties for the pst file. Make sure u have full control of it (Remember all 5 allow boxes are checked)
If all fail u could export all ur e-mails to Outlook Express, remove and reinstall Outlook then restore all ur emails again.

Did you review results from a Windows Update session before going for help?

So, the update that was in the unfinished state is now gone from your system, as well as any other updates that came down at the same time.

They suggested that I update my system to Windows 7 because XP is not supported anymore by Microsoft.

Yet there are still updates that you haven’t finished applying.

As I understand it, Windows XP SP2 is no longer supported. If you’re still running SP2, you definitely should consider SP3. There is still support for SP3 available. (And SP2 is supported as far as getting to SP3 is concerned.) And if you happen to be running Win XP 64-bit, even SP2 will continue receiving at least security updates into 2014.

Windows update will most likely try to apply this update again, and if the reason why it failed the first time has not been corrected, it could cause the same problem again.

@Carlosdl, “Why it failed the first time has not been corrected, it could cause the same problem again“. I agree with Carlosdl. The solution is not yet fully covered about the queries. Hope there was not a magic rather a definitive cause was there! and there is every event behind there is a proper cause. So, the problem is solved for the time being, but in future it may arise again.

I’m not really sure what happened but my system is up to date. I have SP3 and all the updates that are available to me have been installed. Outlook is now sending and receiving messages but I do have another problem. I am now getting a windows installer error 1635 when I try to install a converter program so I can open .docx documents. Time for a new computer?
