More information is needed here.
what is your database version ?
is this error being thrown along with ora-01034 ?
When does this error occur ?
during installation, when trying to startup the database ?
after installation, when invoking SQL*Plus ?
when clients attempt a remote connection to the database ?
operating system would also be useful.
Things to check:
- If the error started after modifying some database parameters, restore original parameters, and try again.
- Check environment variables to see if ORACLE_HOME and ORACLE_SID are defined and are correct.
- Check that the oracle_home is defined correctly in listener.ora (without an extra "/" at the end of the path)

There are several possible solutions that are discussed <a href="http://forums.oracle.com/forums/thread.jspa?threadID=239281&tstart=0">here</a>.
