From my searches they appear to be one and the same, if not--- they certainly do seem to go hand in hand with one another as a development tool for SAP.

-- they are not the same, but they do hand-in-hand. WebDynPro is a development tool for building custom reports, screens, etc which are then deployed on EP (Enterprise Portal)
