Can we encrypt the traffic and data from HR's computer to the CEO and nothing else on the network? We are running Windows 7 on the desktop.

You can use the IPSec policies to define that all traffic between the two computers must ensure Integrity and encryption. If they’re in a AD Domain you can use kerberos as your key source, otherwise you will need to use a pre-shared key to enable the encryption.

Anything that doesn’t match the filters (ie: the two IP Addresses) will flow like normal traffic.
