Can I enable telnet or SSH access into an Active Directory server running Windows Server 2008? Can I run normal Active Directory command line commands remotely?

Windows supports the Telnet server which will drop you to a command prompt. You can get sygwin which would allow you to ssh into the server.

Openssh is easy to install and configure in Windows. It will allow you to ssh in your server remotely. I would highly recommend this, as apposed to telnet. Here is a good tutorial:
