Enable smart quotes in Microsoft Word 2016 template

For my department, I had to restrict the set of styles in our Word 2016 template. So basically, I locked the template. But I have to use the 'smart quotes' but I don't think I can. Is there any way around this? What can I do here?

    You can use by using Find and replace utility. But before using this utility, it is necessary to select auto correct options to uncheck the straight quotes with smart quotes check box. Click file > option > proofing > auto correct options > auto format as you type. Now select straight quotes with smart quotes. Again click Home > Replace in the editing group to see find and replace dialog box, now you can do what you wanted to do.
