Email Server, RAID 1, Windows Server 2003, Windows Server 2003 Enterprise Edition
My email server is telling me Operating system not found and the pcs' on my network cannot send nor receive mails. what i do next? It is on RAID 1.This is not an exchange server and it is running on service pack 2. OS:Windows Server 2003 Enterprise Edition

You mean that the server is stuck at startup process with OS not found? If yes you may have serious issues with your HD

Yes I do have frequent power outage.

Then the disk probably got damaged by one of them, and you might need to replace it and restore the most recent backup.

I would recommend to protect the server from those frequent power outages, because something else could get damaged.
