Check the email rules for this problem. For Outlook 2007, go to Tools-> Rules and Alerts-> Email Rules. If there is an option to send all emails to junk folder, just uncheck it.

As far as my concern, try the very simple way…. check ur e-mail rules, & if there is a rule that says all mails should go to the junk folder, then just delete that rule and hopefully all mails will go to the inbox again OR try to create a new profile in OL 2007 to see if the behavior persists.
