Economic Price Adjustments
In performing an EPA, I noticed the same ODCs were included twice in the original award. As we do the adjustment can we calculate everything correctly and not make any EPA adjustments until the adjusted amount is greater than the initial awarded for the option or do we have to accept all the errors and adjust up from there? Also, the contractor is actually working less hours than anticipated. How does that affect the evaluation? My CO wants me to just multiply the changes in hourly and H&W rates by productive hours and accrued leave and make that the adjustment.

Audit 1… It’s an interesting question. You’ve included a lot of thoughts in one short paragraph. I imagine that your CO is trying to find a work a round for the mistakes made in the bid, without having to re-bid the whole project. Much of what your asking, really depends on the type of contract created with the contractor. In my experience There are several ways of writing the contract. a) as a lump sum that the project will be billed under or b) based on the billable rates of the contractors in the project. Each has a seperate strategy for addressing these types of situations.I would say, cover your backside. Docuemnt the whole situation, then do what your CO has asked you to do. Then when/if there are repercusions, you can depend on your CO to watch your back for you.Good luck
