Exchange 2007 recipient policies are controlled from within the Exchange Management Console, not AD, so the answer is no. Are you referring to managed mailbox policies or mailbox limits or address policies? The Managed mailbox policies are created at the organizational level and can be applied at the mailbox level or bulk applied using powershell commands. Mailbox limits are set in the properties of the mail store and can be different for each store if you want, where you can move people into the store you want to apply to them. For instance our directors are allowed a 1 or 2GB limit while everyone else gets 500MB, so the directors are in mailstores with the higher limit. If someone gets promoted and requires more space we move their mailbox into the appropriate mail store. You can also change the limits on each mailbox, but that can become an administrative nightmare. I prefer to just move the mailbox.
