Duplicate IP address................

Hi
When I set an static IP address for a computer in the network and turn this computer off even after one hour I can't set this IP address for another computer!!??
I don't know which cache save this IP for that the first computer or for the first MAC address!!! ARP cache is deleted every 2minutes!!!!So why I can't use that ip for other MAC!??
Could you help me.

What tells you it's duplicate - Windows? If the address somehow got registered in ActiveDirectory or WINS, it will sit there for a while. IP addresses will function fine moving from computer to computer and will expire, but Windows will keep track for a while (a week, maybe?) before releasing; unless you forcefully remove that registration.
