Yes you can. You will need to be sure that you have a large enough empty partition to install the linux OS. As part of the linux install, it looks to see if other OS's are installed and adds them to a boot menu so you can choose which OS you want at boot time.

First u install win98 as usual then u have to install Linux (whatever flavour u choose) and Linux ‘ll configure boot menu itself with windows 98. Remember at the time of install linux it is better to select grub as boot loader.
You can surely have Windows 98 & Linux on the same Desktop… very easy install Windows 98 first an example you have a 40 gb hdd partation the hard disk to 20 gb and format this partation do not use or format the further partation leave it as it is. After you finish up with your windows installation boot with you Linux CD , when it comes to the partation menu manually partation your linux with partation available you will require basic 3 partations in linux 1. /boot which will be 100 mb 2. Swap partation which will be your memory size i.e. for example you have memory in you system as 512 MB then your swap on linux will be 1024 MB and then at the last create your / partitaon expandable to the largest size
