It may also depend on what country you are in and where the registrations are registered. I have had very good luck with www.register.com. I have also purchased SSL Certificates through them and their partnership with Geotrust. It may be a little more expensive to use Register.com but their customer service is good.

If you live outside the United States, by submitting your email address you consent to having your personal data transferred to and processed in the United States.
I use GoDaddy.com….I loathe their check out process – too many extras they try to sell you on and too much info to figure what’s what – but otherwise good service.
The whole things is depend on your domain registrar, that you currently subscribed these services. My domain name provider, named Domain registration provides me the freedom to transfer my domain to any site without facing any difficulties, except these things it’s services are excellent and anyone can easily afford it. If You have already contacted to your domain provider and these difficulties still persisted, then my best suggestion is to change your domain registrar.
If you use any other domain services such as e-mail, hosting, etc., I would suggest shopping around for a provider of those services and then let them transfer the domain. That way, they have a much larger investment in things going right.
