You can usually get this information from a traceroute. By running a traceroute to the website you can see the DNS names of the routers which the website is running through. Usually the routers will have the name of the ISP in the DNS name.

(WS) A free online tool that can tell you this information is ip-adress.com (only 1 d). The trace there is usually relatively accurate.

A tracert may or may not tell you who has the website host. Tracert shows the hops along the path and if a provider has disabled ICMP (pings), then tracert is useless. A whois tool will help get this information for you. Try the whois and/or network lookup tools found here.
