 Does Vista allow more than one incoming VPN connection at a time?

I read your expert response about XP only allowing one incoming VPN connection at a time. Is this the case with Vista also? If so, are there any free VPN software servers that can handle many incoming VPN connections to Windows XP/Vista/7?
